Welcome to the Louisiana Racing Commission’s Online Licensing. We are pleased to offer a secure and convenient way for members of Louisiana’s horse racing industry to apply for a new racing license or renew an existing license from anywhere, at any time.

Whether you are a first-time applicant or a returning licensee, our online system is designed to make the licensing process simple, efficient, and secure.

Important Eligibility & Licensing Notices

Please carefully read the following information before beginning your application.

First-Time Applicants

The following applicants must apply in person and are not eligible to complete an online application:

  • All first-time applicants, except Owners and Grooms/Hotwalkers.
  • All first-time applicants who answer “Yes” to any eligibility, criminal history, disciplinary, or disclosure question on the application.
  • All first-time applicants with a felony conviction.
  • All employees between 16 and 18 years of age.
  • All Owners between 16 and 18 years of age.

Owner Licensing Requirements

  • All Owners are required to purchase a Color License, unless another licensed owner within their stable or partnership already possesses a Color License.
  • To apply for a Stable or Partnership License, every owner associated with the stable or partnership must first hold an active Louisiana Racing Commission Owner’s License.

New Applicants

If you have never been licensed by the Louisiana Racing Commission, you must first determine whether you qualify to apply online based on the eligibility requirements listed above.

If you are eligible, your first step is to create an online account.

To create your account, you will need:

  • A valid email address
  • A valid mobile (cell) phone number

Your email address and mobile phone number are required to:

  • Verify your identity
  • Secure your online account
  • Receive important notifications regarding your application
  • Receive future licensing communications from the Louisiana Racing Commission

Once your account has been created and verified, simply log in and follow the step-by-step instructions to complete and submit your online licensing application.

Returning Applicants

If you have previously held a Louisiana Racing Commission occupational license, you may renew your license or apply for an additional license through this portal.

Before you begin, please have the following information available:

  • Your Badge Number (Person ID Number)
  • A valid email address
  • A valid mobile (cell) phone number

Your Badge Number serves as your Person ID Number and is required to access your existing licensing record.

If you do not know your Badge Number, please contact the Louisiana Racing Commission Headquarters through our Contact Us page or contact any open Louisiana Racing Commission Racing Commission Office listed on our Racing Facilities page.

For your protection, Commission staff must verify your identity before releasing any personal information. During your call, you will be asked a series of identity verification questions before your Badge Number can be provided.

Need to Update Your Contact Information?

If your current email address or mobile phone number is not already on file, you must contact the Louisiana Racing Commission Headquarters through our Contact Us page or contact any open Louisiana Racing Commission Racing Commission Office listed on our Racing Facilities page before accessing your online account.

For security purposes, Commission staff will verify your identity through a series of questions before updating your profile information.

Completing Your Online Application

After signing into the Online Licensing Portal:

  1. Complete all required application fields.
  2. Review your application carefully for accuracy.
  3. Electronically sign your application where required.
  4. Click Submit to send your application to the Louisiana Racing Commission Licensing Office for review.

Once your application has been submitted:

  • Your application will immediately be forwarded to the Licensing Office for processing.
  • Applications are typically reviewed within one (1) business day.
  • After submission, your application can be viewed but cannot be modified online.
  • Once your application has been approved, you will receive an email containing a secure payment link to complete your licensing transaction.

Following payment, your license will be processed in accordance with Louisiana Racing Commission licensing procedures.
