INFRASTRUCTURE COMPLIANCE COMMITTEE UPDATED RECOMMENDED PLANS AND RULES |
|
LSRC Infrastructure Compliance Committee held a meeting on September 28, 2022 regarding proposed
projects for Infrastructure Plans and proposed Rules in accordance with the infrastructure requirements of Acts 525 and 530 of the 2022 Regular Louisiana Legislative Session.
The Committee recommended the following Updated Infrastructure Improvements Plans for each racetrack and the following Updated Proposed Rule Changes for Infrastructure Oversight:

RACING COMMISSION BANS USE OF ALBUTEROL IN QUARTER HORSES |
|
At the January 18, 2022 meeting, the Racing Commission voted to enforce the ban on the use of Albuterol in Quarter Horses (LAC 35:I.1506 "Permitted Medications in Quarter Horses") effective on April 17, 2022.

RACING COMMISSION TO ENFORCE NEW WAIVER CLAIMING RULE |
|
At the January 18, 2022 meeting, the Racing Commission voted to begin enforcement of its new waiver claiming rule
(LAC 35:XI.9902 "Declaring a Horse Ineligible to be Claimed at Time of Entry") at each racetrack effective as follows:
(1) At Evangeline Downs starting on April 6, 2022
(2) At Delta Downs starting on April 29, 2022
(3) At Louisiana Downs starting on May 7, 2022
(4) At Fair Grounds starting on the beginning of its 2022-2023 Thoroughbred Meet

RACING COMMISSION BANS USE OF CLENBUTEROL IN QUARTER HORSES |
|
At the July 16th meeting, the Racing Commission voted to ban the use of Clenbuterol in Quarter Horses effective the first day of the Evangeline Downs meet, or October 3, 2018.
The detection of Clenbuterol AT ANY LEVEL will constitute a violation of a Class 3 drug, thereby necessitating a penalty of:
1) The suspension of license for a period of not less than 60 days and not more than six months and/or a fine of not more than $1,500.
2) The purse shall be redistributed.

RESCISSION OF DIRECTIVE |
Reinstatement Of Piroplasmosis Testing |
|
Effective October 4, 2017, the LSRC has reinstated part B of LAC 35.I.1304, requiring all horses to have a negative Equine Piroplasmosis (EP) test, for Theileria equi, taken within the past 12 months, prior to entering the confines of a racetrack or race in Louisiana.

NOTICE TO HORSEMEN & TRAINERS |
(UPDATE AS OF 04/25/2016) |
|
(1) On March 25, 2016, the ARCI made revisions to its "Controlled Therapeutic Medication Schedule for Horses" which you can find below.
Regulatory thresholds have been added for the following medications: 1) Cimetidine; 2) Ranitidine; 3) Cetirizine; and 4) Guaifenesin.
These new drug thresholds will NOT trigger a positive test call until June 9, 2016. The Commission will notify trainers when they have a test that will cause a positive after June 9, 2016.
IMPORTANT NOTE: Any test that would have been a positive prior to the rule change will still be positive during the transitional period.
(2) Also on March 25, 2016, the threshold levels have changed for the following pursuant to the ARCI "Controlled Therapeutic Medication Schedule for Horses":
1) Omeprazole from 1 ng/mL of urine to 10 ng/mL of plasma or serum
2) Xylazine from .01 ng/mL of plasma or serum to 200 pg/mL of plasma or serum

The below Uniform Medication Rules are effectively changed as of September 20, 2015, however, there will be a transitional period where the new drug thresholds will NOT trigger a positive test call until November 15, 2015. The Commission will notify trainers when they have a test that will cause a positive after November 15, 2015.
